The question comes up constantly from machine shops filling out a bill of materials, from MRO buyers chasing an airframe fastener, from exporters assembling a spares package: a drawing or parts list calls out a part by its National Stock Number, and the buyer has no government contract. Can they buy it? Yes. An NSN is how the federal cataloging system names an item of supply. It says nothing about who is allowed to purchase that item. The overwhelming majority of NSN-cataloged hardware — screws, bolts, nuts and washers, hydraulic and pneumatic fittings, o-rings — is ordinary standard hardware that distributors sell to anyone with a purchase order or a credit card. This guide covers what the number actually encodes, how to translate between an NSN and a commercial part number, and when it makes sense to buy the item from stock versus have it machined. Anatomy of the Number

What a National Stock Number actually is

A National Stock Number is a 13-digit identifier assigned when an item enters the federal supply system. Take a screw like NSN 5305-00-001-1837, one of the 2,300-plus screw stock numbers in our catalog. The number breaks into two functional pieces:

The FSC: the first four digits

The Federal Supply Class tells you what kind of thing the item is. 5305 is screws, 5306 is bolts, 5310 is nuts and washers, 5320 is rivets, 4730 is fittings for hose, pipe, and tube, 5331 is o-rings. The FSC is why NSN catalogs — including ours — organize by class: a buyer hunting fasteners goes straight to the 53xx classes.

The NIIN: the last nine digits

The National Item Identification Number is the unique identity of the specific item. Its first two digits are a country code — 00 and 01 indicate the item was cataloged by the United States — and the remaining seven are a serial assignment. The NIIN never changes even if the item is later reclassified into a different FSC, which is why experienced buyers treat the NIIN as the durable identity and the FSC as a filing label.

What the number does not encode

Nothing in those 13 digits restricts sale. The NSN does not mean "military-only," does not imply the item is classified or controlled, and does not require the buyer to hold a contract, a CAGE code, or a SAM registration. It means one thing: at some point a federal activity needed the item often enough that it was worth cataloging. The cataloging data itself — item name, characteristics, reference part numbers — is public information.

The Misconception

Why people assume NSNs are government-only

The confusion is understandable. Buyers first meet NSNs in government contexts — DLA solicitations, military tech manuals, GSA catalogs — so the number reads like a government credential. Some distributors reinforce this by treating their NSN lines as a gated, RFQ-only business aimed at contract holders. But the item behind the number is usually a part built to a public standard: an MS, NAS, or AN specification, a SAE or ASME standard, or an OEM catalog number. The government did not design most of this hardware; it cataloged hardware that already existed so its own logistics system could order it consistently.

There are genuine exceptions, and they are worth naming precisely because they are exceptions: items subject to export controls (ITAR/EAR), demilitarization-coded items, hazardous materials, and source-controlled parts where a drawing restricts approved manufacturers. Those restrictions come from the nature of the item or its technical data — not from the presence of an NSN. A cadmium-plated steel bolt with an NSN is exactly as buyable as the same bolt without one. If you are exporting, the usual export rules apply to the item regardless of how it is numbered.

Going from NSN to part number — and back

Most real-world sourcing problems are translation problems. Your maintenance manual gives an NSN but your distributor quotes by MS number; or your drawing calls an AN fitting but the spares list you inherited is all stock numbers. The federal cataloging data links each NSN to its reference part numbers, so the translation runs both directions:

Why machine shops buy standard hardware instead of machining it

We run a CNC machining business, so this is a make-versus-buy question we answer against our own interest weekly: should a shop filling a BOM machine the standard fasteners on it? Almost never. A production fastener is cold-headed and thread-rolled on equipment that makes thousands of parts an hour; its unit economics are unreachable by a CNC lathe cutting one part at a time. Machine that same screw as a one-off and you pay for programming, setup, material, cycle time, and inspection — easily tens of dollars per piece for an item that exists in a bin somewhere for cents or a few dollars. The arithmetic gets worse at BOM scale: a build needing 40 line items of standard hardware would consume weeks of machine time producing parts that add zero differentiated value.

So the standard operating pattern for shops and OEMs is: machine the custom components — the housings, shafts, manifolds, brackets that carry your design — and purchase every standard screw, nut, washer, fitting, and o-ring from stock. Your machine spindles are the scarce resource; spend them where the drawing is yours.

When the reverse is true: custom-machine it

Three situations flip the calculation. First, obsolete or unobtainable NSNs: when the cataloged item has no active source and no stock anywhere, manufacturing to the governing specification is the only path — this is a legitimate and common use of a custom machining house, particularly for legacy aircraft and vehicle hardware. Second, modified standards: a catalog part at a nonstandard length, in a different material, or with an added feature is no longer a catalog part; it is a short-run machining job. Third, kitting and integration: when hardware ships installed in or matched to a machined assembly, it can be cheaper to have one supplier machine, source, and kit than to coordinate the pieces yourself.
